I am of opinion that the removal of the shoals south of Cust Rook should be taken in hand at once; and that there should be a depth of water not less than 35 feet over them. Over all other detached and projecting shoals in the navigable part of the harbour east of a line from the Royal Naval Torpedo Depot to Murray's Tharf a similar least depth of 35, feet should be created without any great loss of time.

Should Your Excellency wish it I could give detailed reasons for the above suggestions and also why they might be carried out without in any way impairing the defence of the harbour and the shipping in it.
